config: example for context.summarize_every_n_turns (#101)

Browse Source 
Documents the new cadence-summarization keys (summarize_every_n_turns,
summarize_keep_recent) inline with the existing Phase 5 eviction
summarize block. Notes the composition with summarize_on_evict and
the Norris suppression parity.
