Fix: synthetic SPS injection pre-cap_pool_init so reset succeeds while queue empty. Source: `db0b7f9` + `d062fec`.

Without the prepended header in libva's OUTPUT, hantro's offset arithmetic lands inside the compressed bitstream and the entropy decoder produces garbage. Fix: in codec_store_buffer, prepend `header_size` zero bytes to OUTPUT for VP8 profile (hantro skips these bytes for actual parsing, uses ctrl-struct values).
