lmcp: bump to 1.2.4 (shell timeout-kill fix + kill_job/list_jobs)

Ships marfrit/lmcp v1.2.4: shell/shell_bg kills the whole process group on
timeout/cancel (no orphans) + new kill_job/list_jobs tools. Updates arch
PKGBUILD (pkgver + sha256) and debian changelog.
