Builds rkopnu.ko (rocket clone, renamed module) against 7.0.0-rc3-npuclk+.
Baseline to swap rocket's uAPI for the rknpu 6-ioctl ABI librknnrt calls.
Includes rknpu_ioctl.h (target ABI) + README roadmap.
